Ph.D in Economics from Pune University (Gokhale Institute),Hubert Humphrey Fellow in the AU, USA,Taught at TU, Eco.Dept, served at UNDP in Nepal, New York Headquarters, and Afghanistan.Involved in student politics and Nepali Congress since early student days. Second General Secretary of Nepal Vidyarthi Sangh. Imprisoned several times since the age of fourteen years.
Resigned UN job in 1990 after the restoration of democracy in Nepal.Served as Deputy Chairman of the Planning Commssion 1991-1994. Minister of finance several times under NC -led government under GP Koirala and Deuba, Minister of Foreign Affairs in KP Bhattarai government. Elected from Constitutuency 2, Nuwakot district for the third term.Widely travelled, and auther of several books, papers and articles.Has a wife, a son and a daughter.
